Sovereignty and Economic Rights Revisiting Aspects of Integration in the Communaute Economique et Monetaire de l’Afrique Centrale (CEMAC) Subregion and Implications for a United Africa

Abstract

The process of delegating the decisionmaking process on the continent to a central organ preoccupied political debate at the advent of the formation of the Organisation of African Unity and has equally been one of the fundamental challenges of the African Union and New Partnership for
Africa’s Development. This article argues that effective integration will begin when governments realise that economic policy problems cannot be solved by national means alone and agree to delegate the process of policy-making to supranational institutions. This article also looks at how this important decision-making process is being carried out in the Communaute Economique et Monetaire de l’Afrique Centrale (CEMAC) subregion and to what
extent the various institutional bodies have been shaped to facilitate the process
