Information Sharing of Vessel Traffic Service (VTS) and Maritime Surveillance
Abstract
This research is to analyze some important aspects of Vessel Traffic Service (VTS) information sharing to assist statutory harbor authorities and management in reviewing of an existing VTS. The review of VTS information sharing will show that the monitoring and detecting vessel, entering restricted areas are being assessed by the port authorities/inspectors in accordance with the international statutory bodies and regulation. However, the implementation of rules and regulations regarding the violation of vessels has become a major issue for ports. The marine information system provides a central database with online access to support the monitoring of violating vessels, aid to navigation. The system provides emergency response to increase safety within marine activities. Violating vessels data registered by the VTS is collected as evidence for assessment. This research looks at technological progressachievement in information management that is based on the VTS, AIS, RADAR, GPS and CCTV monitoring and hampers the progress with VTS. In view of the above, a proposed prototype software system is designed in order collect evidence data of violating vessels trafficking restricted areas. Data is collected from VTS play back video, AIS/RADAR, GPS and CCTV.
