Peer Review
To publish an article with the Rwandan Journal of Education, a peer–review process is engaged with established and renowned publishers in academia. The process begins with an investigation of the manuscript's adherence to the publication guidelines (attached) and its originality using anti-plagiarism software. A manuscript must have at least 80% originality to be accepted for the review process. This means that a similarity index of 0-20% is acceptable for consideration. If the similarity index is between 21-35%, the manuscript is returned to the author with a recommendation to reduce it and resubmit within 15 days. Failure to resubmit within this period will result in the manuscript being rejected. Manuscripts with a similarity index of 36% or higher are automatically rejected.
All the reviewers and authors are anonymous to each other through appropriate coding of each manuscript to blind each transmission. It is after coding that each manuscript is forwarded to at least two reviewers with different backgrounds but with relevant scholarly experiences. The review is conducted for a period of two months and the dully completed review report formats (Here attached) are submitted to the chief editor whose role is to coordinate the process and ensure double blindness (author & reviewers) as an intermediary. The author submits the final version of his/her article after considering the comments of the reviewers and making necessary proofreading and corrections, then signs the copyright agreement with the chief editor of the Rwandan Journal of Education.
The records indicated that about 07% of the submissions are not recommended for publication; about 23% are recommended subject to major reviews; about 33% are recommended subject to
minor reviews; 37% are strongly recommended for publication. In total about 30% fall out during the editorial process, i.e., either rejected or withdrawn by authors.
In all cases, communication between authors, the editorial board and the peer review team remains the key to the editorial process; and it begins at the submission of the article manuscript until the final notification publication, the Editorial Board reserves the right to take the final decisions that concern selections of articles, of reviewers; as well as the publication and distribution processes.

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

For a submitted work to be accepted and published, the author(s) agree to transfer the copyright of the work to the Rwandan Journal of Education (RJE). This includes full and exclusive rights to the publication in all media now known or later developed, including but not limited to electronic databases, microfilms, and anthologies.

The author(s) represent(s) and warrant(s) the following conditions: that the article submitted is his/her (their) own work; that the work has been submitted only to the RJE and that it has not been previously published; that the article contains no libelous or unlawful statements and does not infringe upon the civil rights of others; that the author(s) is (are) not infringing upon anyone else's copyright. The author(s) agree that if there is a breach of any of the above representations and warranties that s/he (they) will indemnify the Publisher and Editor and hold them blameless. If an earlier version of the paper was presented at a conference, the author must acknowledge the presentation and the conference.
