Abstract

The open access of scientific and technical information emerged in few years ago as evolution in the world of scientific communication, which is due to the entire community of facilitating the affluence of information free manner without legal and technical constraints, as back on the researcher of repossessions scientific research without the mediation of commercial publishers and free of charge the open access aims to achieve communication between researchers and institutions, and exchange the ideas and to provide scientific research and create conditions that will contribute for advancing the scientific progress, and the most prominent manifestations of open access is the open archive institutional, which is an important mechanism of open publication, and promotional tool aims to increase opportunities of access to the digital publications.

On this basis, this scientific paper came to determine the role of the open Archive institutional in support and facilitate the access of researchers and research institutions and institutions of higher education for the production of intellectual freely without legal restrictions, financial and technical.
