Polícia Municipal da Cidade da Matola na garantia da Segurança Pública: Contributo para a revisão do Decreto nº 35/2006, de 6 de Setembro Municipal Police of the City of Matola in guaranteeing Public Safety: Contribution to the revision of Decree No. 35/2006, of 6 September

Abstract

 Este artigo tem duplo objectivo. Propõe-se, em primeiro lugar, analisar as atribuições e competências da Polícia Municipal da Cidade da Matola e, em segundo, a revisão do Decreto nº 35/2006, de 6 de Setembro, que aprova o Regulamento de Criação e Funcionamento da Polícia Municipal, com vista à garantia da segurança pública. A pesquisa foi realizada seguindo uma abordagem predominantemente qualitativa, baseada, mormente, na análise e interpretação da legislação sobre o processo de Descentralização em Moçambique, com enfoque para o decreto retromencionado, bem como das percepções dos sujeitos participantes no estudo. Metodologicamente, os dados foram recolhidos através da pesquisa bibliográfica, documental e entrevistas semiestruturadas. Da pesquisa realizada, compreendeu-se que as actuais atribuições e competências desta Polícia fragilizam a sua actuação em relação às novas demandas de segurança pública, facto que poderá aumentar os níveis de criminalidade e o sentimento de insegurança dos munícipes da Matola. Ciente deste problema, sugere-se a atribuição de um Estatuto Especial de segurança pública à Polícia Municipal da Cidade da Matola.

English Abstract

This article has a double objective. It proposes, firstly, to analyse the attributions and competencies of the Municipal Police of Matola City and, secondly, the revision of Decree n. 35/2006, of September 6th, which approves the Regulation of Creation and Functioning of the Municipal Police, aiming at guaranteeing public security. The research was conducted following a predominantly qualitative approach, based mainly on the analysis and interpretation of the legislation on the Decentralization process in Mozambique, with focus on the aforementioned decree, as well as on the perceptions of the subjects participating in the study. Methodologically, the data was collected through bibliographical and documentary research and interviews. From the research carried out, it was understood that the current attributions and competencies of this Police weaken its performance in relation to the new demands of public security, a fact that may increase the levels of criminality and the feeling of insecurity of the inhabitants of Matola. Aware of this problem, it is suggested that the Municipal Police of the City of Matola be assigned a special status of public security.
