How Parliament failed – and Zondo’s respectful advice to our legislators

Abstract

Parliament was exposed to state capture as it unfolded before its eyes, and for a long time did nothing about  it. The last part of the Zondo Report exposes why Parliament failed to act for so long. MOIRA LEVY outlines the reasons Zondo gives for this and some of his recommendations, including the need for electoral reform – and the introduction of constituency-based (but still proportionally-based) representation.
