A Framework for the Promotion of Co-operative Housing Societies in Ghana

STEPHEN E. OWUSU

Abstract

The concern of most governments and decision makers, especially in the developing countries like Ghana, is about how to provide and manage adequate and decent housing for the middle and low-income households. The co-operative form of organisation is one of the approaches that have been adopted to meet this requirement in a number of countries. Unfortunately, co-operative housing societies have been in Ghana since 1956 but their contribution to the housing stock has been insignificant. This poor performance can be attributed to the method in which the co-operatives have been established and inadequate institutional arrangements for promo-ting and supporting them. This paper reviews Chana's experience and discusses issues and a procedure for pro-motion and establishment of effective and self-supporting co-operative housing societies in the country.
