Formation et insertion professionnelle des personnes handicapées mentales à Cotonou : défis pour un développement durable

Abstract

L’égalité entre tous les citoyens, promise par la constitution béninoise de 1989, n’est toujours pas une réalité surtout lorsqu’on observe les conditions faites à la personne handicapée en général, et particulièrement, à la personne handicapée mentale : elle est quasiment exclue de tout. Or, celle-ci, contribuant au développement de la nation, doit être incluse dans les politiques de développement. Pour ce faire, il est indispensable de penser sa formation et, tout aussi important, de réfléchir à son insertion professionnelle, ce qui, pour l’instant, n’est pas encore systématique. L’inexistence d’un cadre juridique officiel ne facilite pas les choses. Nous allons, dans le cadre de cet article, faire un point sur l’état de la formation et de l’insertion professionnelle des handicapés mentaux à Cotonou, au Bénin. Nous présenterons l’IME-SFA et, sur la base d’une enquête auprès de quelques personnes handicapées mentales, nous proposerons des stratégies pour une meilleure inclusion de ces personnes dans les formations et les postes professionnelles à pourvoir.

English Abstract
The equal right stipulated by the 1990 Benin constitution, has never been a reality, especially, when we observe the living conditions reserved to the handicapped in general, and specifically to the mental handicapped: he is totally excluded from all. In fact, he who contributes in the development of the nation must be included in the policy of development. To achieve that goal it is essential to think of his training and, it is almost important, to think of his professional insertion, what is not yet automatic now. The non existence of official juridical law does not facilitate the procedure. We, hereby, are going to take stock on the training and professional insertion of the mental handicapped in Cotonou in Benin. We will present the Medical Educative Institute of Saint François d’Assise (MEI-SFA) and based on the survey obtained from the mental handicapped, we will suggest strategies for a better inclusion of these persons in the training and the professional seats to be provided.
