A Critical Appraisal Of The Process Of Implementing Ports Reforms Under Existing Legislative Framework

Abstract



This paper reviews the nature structure and operational performance of the present government ports reform agenda under existing legislative framework. Port reforms are policy measures by government that are aimed at revitalizing and strengthening operational modalities at the ports, thereby resulting into increased efficiency and productivity. Obviously, there is a growing wide support to government genuine effort and desire to reform the ports, but exact facts on the ground show that, there is no commencement of supportive legislative process through the national assembly to back it up legally. That, the bill proposal has been within the purview of the National Assembly members for some time now, is not a clear-cut evidence and apparent justification of backing the current effort of government's agenda in the ongoing reform process. Therefore, effort shall be made in this study, to x-ray the impact of some existing legislative framework under which the port reforms are been implemented, as it is obviously not good enough for such an exercise.
