Human Capital Formation And Poverty Reduction Strategies In Nigeria (1999-2003)

Abstract

This study articulates the development thrust of the Nigerian government, (1999 – 2003), in the area of human capital information and poverty reduction. The policies to achieve its objectives and the gains of such policies to the common man in Nigeria. To achieve its objectives, the government emphasized, macroeconomic stability, private sector growth, job creation, public sector reform, good governance and institutional reform. To achieve good results in the various areas of government emphasis, education, health and poverty alleviation programmes were initiated. The paper reveals that education and the health sectors were under funded and manned by insufficient staffs in terms of quantity and quality. The sector revenue allocation have been below acceptable world standards. Poverty alleviation programmes are treated more like advertisement and jingle business, as the targeted poor do not feel the impact of the poverty alleviation of the government within the period under review will enhance government human capital development and poverty reduction initiatives.
