In the face of economic war and the current international context, economic intelligence is the right tool to survive. It enables various actors – states, territories and companies – to collect
information, and use them to act, to protect themselves against internal and external attacks and to make influence in order to direct any decisions in their favor. The first report on economic intelligence in France took place in 1994, the Martre report (Martre, 1994), which remains highly regarded in this field. A quarter of a century has passed since the publication of the Martre report. We found very useful to study the evolution of economic intelligence at the national level in France by conducting field research and cross-referencing the data collected with other studies to support our research results.
Mohand Amokrane Belkacemi, Felana Rabekolo Copyright (c) 2024 University of Hassiba Benbouali in Chlef- Algeria https://creativecommons.org/licenses/by/4.0 https://www.ajol.info/index.php/jnae/article/view/279378 Thu, 03 Oct 2024 00:00:00 +0000 Legal analysis of Iran's economic, culture and social development planning: From rational planning to wise decision-making https://www.ajol.info/index.php/jnae/article/view/279389
In today's world, engineering science has placed significant importance on laws related to development, which are crucial to meeting basic human needs. These laws have caught the attention of countries worldwide, and legal experts have been called upon to closely scrutinize the legislative approaches being taken in the economic, social, and cultural development plans of these countries. They are carefully analyzing how these approaches align with distributive and transitional justice elements while considering legal rationality. Recently, there has been a question about whether Iran's existing rational approaches and models in the development planning system align with development laws that respect a rationalist approach and decision-making model. To answer this question, the present study applied a specific methodology based on a literature review, case study, and document analysis of official documents, laws, regulations, and policies related to development planning in Iran. The study analyzed legal rationality, identified potential drawbacks, and proposed approaches to tackle development legal issues.
Mohammad Sadeghi, Mahdieh Saniee Copyright (c) 2024 University of Hassiba Benbouali in Chlef- Algeria https://creativecommons.org/licenses/by/4.0 https://www.ajol.info/index.php/jnae/article/view/279389 Thu, 03 Oct 2024 00:00:00 +0000 A standard study on the impact of economic diversification on the economic growth rate in Algeria using the ARDL model for the period 1990-2021. https://www.ajol.info/index.php/jnae/article/view/279391
The study aims to measure the impact of economic diversification on the economic growth pursued by economic policy, adopting several models of economic diversification from the Growth Poles model in 1968 to the Economic Diversification Perspectives 2030 model. This is particularly relevant as the Algerian economy is characterized by its rentier nature and seeks to reduce its dependence on oil resources. Through empirical analysis using the E-VIEWS software to measure the impact of economic diversification from 1990 to 2021 on economic growth, we found a negative short-term effect of diversification on economic growth. Economic growth in Algeria remains contingent on oil revenues, given the absence of productive sectors generating value-added, such as the manufacturing sector.
Nadjet Kourtel, Fares Kheddache, Mohammad Saad Alfiky Copyright (c) 2024 University of Hassiba Benbouali in Chlef- Algeria https://creativecommons.org/licenses/by/4.0 https://www.ajol.info/index.php/jnae/article/view/279391 Thu, 03 Oct 2024 00:00:00 +0000 Measuring the impact of exchange rate policy on the general level of prices in Algeria for the period 1990-2022 using a form ARDL https://www.ajol.info/index.php/jnae/article/view/279392
This study aims to understand the exchange rate and its impact on the general price level in Algeria for the period 1990-2022.

The objective of this study is to examine how financial inclusion affects the stability of the banking system in Algeria. This study employs ARDL modeling using distinct indicators belonging to the two quantitative dimensions of financial inclusion as exogenous variables. Our endogenous variable, banking stability, is quantified by an aggregated index that considers various macroeconomic indicators and other microeconomic indicators related to various aspects including profitability, asset quality, solvency, liquidity, and the development of the banking sector. The study findings suggest that despite the positive impact of active bank account access and ownership indicators, this impact is contingent upon the quality of financial system supervision, which ensures a certain level of loan quality.
Merniz Rahma, Bendjelloul Khaled Copyright (c) 2024 University of Hassiba Benbouali in Chlef- Algeria https://creativecommons.org/licenses/by/4.0 https://www.ajol.info/index.php/jnae/article/view/279456 Thu, 03 Oct 2024 00:00:00 +0000 The importance of adopting Public-Private Partnerships as a new managerial practice to enhance the Public Health Institution’s efficiency: Obstetric service in Algeria as a model https://www.ajol.info/index.php/jnae/article/view/279457
This study aims to highlight the importance of adopting Public-Private Partnership (PPP) as a
mechanism from New Public Management (NPM) paradigm based on Total Quality Management
(TQM) approach, to enhance the efficiency of Public Health Institution and as a collaborative
method where both of stakeholders work together to enhance healthcare service’s quality. it focuses on obstetric services provided to persons socially insured or their spouses in the state of Batna, within the framework of PPP that has been adopted by Algeria following Executive Decree No 20/60. This heightened interest can be attributed to its significant impact on the economies of developed nations across multiple dimensions. However, despite this growing recognition, the inclination of Algerian youth, particularly university graduates, towards entrepreneurial endeavors remains relatively modest. In contrast to their counterparts in many other countries, a substantial proportion of Algerian graduates display a stronger preference for seeking stable employment as opposed to venturing into independent entrepreneurship initiatives. This phenomenon is largely attributed to the absence of an ingrained entrepreneurial culture within this demographic, which would otherwise stimulate their inclination toward self- employment, independent work, or the establishment of their own enterprises. This research paper aims to elucidate the role of the university in cultivating an entrepreneurial culture among its students, utilizing the framework of entrepreneurial education as a central approach in this endeavor.
Fouzia Bersouli, Ahmed Makhloof Copyright (c) 2024 University of Hassiba Benbouali in Chlef- Algeria https://creativecommons.org/licenses/by/4.0 https://www.ajol.info/index.php/jnae/article/view/279466 Thu, 03 Oct 2024 00:00:00 +0000 The missing balance in offering degrees: Case study of the Senegalese Virtual University (SVU) https://www.ajol.info/index.php/jnae/article/view/279467
The aim of this study is to identify the main challenges faced by public policy makers when
planning to offer university degrees. The research relied on descriptive analysis through four axes: the first is concerned with competitiveness, the second is concerned with economic diversification and its indicators, and the third is concerned with indicators of African countries landlocked on the southern borders of Libya. The fourth presents the possible role of geographical location in diversifying sources of income in the Libyan economy, and a set of results were reached, the most important of which are: that Libya’s geographical location gives it a competitive advantage that enables it to diversify its sources of income; By establishing and activating free economic zones on its northern coast and southern borders, however, the achievement of these desired goals by these areas is weak as a result of the weak infrastructure represented by the dilapidated road network, the undeveloped banking system, and the weak communications network. Therefore, to activate the contribution of the geographical location in diversifying the sources of income in Libyan Economy The research recommended developing infrastructure projects and accelerating the establishment of free zones.
المهدي الوحش د . صابر Copyright (c) 2024 University of Hassiba Benbouali in Chlef- Algeria https://creativecommons.org/licenses/by/4.0 https://www.ajol.info/index.php/jnae/article/view/279536 Thu, 03 Oct 2024 00:00:00 +0000 The role of municipal advisory councils in activating local economic development case study of the model municipality - Ouled Ben Abdelkader - *Chlef Province* https://www.ajol.info/index.php/jnae/article/view/279541
Through this research paper, we aim to highlight and present one of the most important international partnership experiences that Algeria has undergone in the context of its adoption of the new management trends that the Algerian state seeks to establish in the management of public affairs across various levels, fields and sectors.
