Corruption and public libraries in Serbia: a case study of a society in transition

Abstract

No society is immune from corruption. Corruption is dynamic and adaptable,
and present in all socio-economic systems. The occurrence and extent of
corruption depend on the political, legal, and institutional environment, as well as on customs and traditions. Combating corruption is a unique task for every society. This article deals with Serbia, and it aims to demonstrate the challenges of combating corruption in a country burdened by a complex history, and a poor economy. It shows that, apart from legal improvements, it is also necessary to build up public services and civil society organizations, even though they can be both the objects and the agents of corruption. Libraries in Serbia need to transform themselves to raise public awareness in the fight against corruption.
