Self-reliance: is it possible for public libraries in South Africa at present?

Abstract

Based on the theme “Tsoga o tirele” which encourages librarians to focus on community empowerment, self-enlightenment and improvement, the article questions the possibility of the public library delivering services effectively without total reliance on the authorities to take the lead. It examines the image of public libraries which has affected its possible centrality in the development of societies, particularly those within the African context, drawing on the history of public libraries in Africa as seen by some African commentators. The North American public library experience is also referred to as a point of comparison with apartheid South African libraries. The author argues that the establishment of public libraries in colonial Africa including South Africa was the result of a purpose that cut across the former colonized world. Alternative models that existed in South Africa during the height of the struggle in the 1980s are examined. Lastly, the factors that need to be considered when public libraries are reorganized in order to be self-reliant are identified.
