Développement de la digitalisation en algérie pour la période post Covid-19

Abstract

Cet article a pour but d’analyser les facteurs de développement de la digitalisation en Algérie et ses principales priorités à court terme étant donné qu’elle permettra de faire face aux répercussions de la pandémie Covid 19, et qu’elle est considérée comme un pilier de relance économique. L’analyse des différents indicateurs structurels, économiques et internationaux a montré que l’Algérie souffre du gap numérique. En s’appuyant sur l’analyse structurelle et la méthode MICMAC, les résultats montrent que parmi 34 facteurs objets de l’étude, il y a 18 principaux facteurs qui déterminent le développement et la dynamique de la digitalisation en Algérie, ainsi que ses scénarios futurs. Ces facteurs peuvent être regroupés en trois enjeux, qui sont : l’amélioration de la gouvernance du secteur des TIC, l’accélération du développement technologique et, l’intensification et la généralisation de l’utilisation des TIC. Ainsi, nous avons déduit six principales priorités pour la digitalisation à court terme.

English Title: Digitalization development in Algeria for the period post COVID-19

This article aims to analyze the factors of digitalization development in Algeria and its main priorities in the short term, given that it allows dealing with the repercussions of the Covid 19 pandemic, and the fact that it is considered as a pillar of the economic recovery. The analysis of various structural, economic and international indicators has argued that Algeria suffers from the digital gap. Based on the structural analysis and the MICMAC method, the results show that among 34 factors studied, there are 18 main factors that determine the development and the dynamics of digitalization in Algeria, as well as its future scenarios. These factors can be grouped into three challenges, which are: improving governance of the ICT sector, accelerating technological development and, increasing and widespread the use of ICT. Finally, we have deduced six main priorities for digitalization in the short term.
