L’innovation sociale, un levier du developpement Territorial : Cas des villages de Tiferdoud, Iguersafene et Zouvga en Kabylie du Djurdjura (Algerie)

Abstract

La Kabylie, région montagneuse d’Algérie, semble être un exemple des plus parlants de l’innovation sociale. Il ne s’agit pas d’une nouvelle pratique sociale mais d’une réminiscence de l’histoire lointaine et d’une réponse des jeunes aux mutations de l’économie et de la société algérienne. Cet article traitera de deux types d’innovation sociale (IS). Le festival itinérant « raconte’art » tenu en 2018 dans le village de Tiferdoud et la gestion participative locale des déchets ménagers dans ce village et deux autres, Zouvga et Iguersafène, lauréats du prix « le village le plus propre ». Dans les deux situations, l’IS est cadrée par un ensemble de principes et une éthique institués par les comités de village. Encouragée par les pouvoirs publics locaux, mais menée dans le contexte d’un Etat rentier (Benabdellah, 2018), l’IS constitue une opportunité pour les villages les plus enclavés afin de reconstruire leur territoire.

English Title: Social innovation, a support for territorial development: The cases villages in Djurdjura kabylia (Algeria)

Kabylia, a mountainous region of Algeria, seems to be one of the most telling examples of social innovation. It is not a new social practice but a reminiscence of distant history and a response of young people to the changes in the economy and Algerian society. This article will deal with two types of social innovation ( IS). The traveling festival "storytelling" held in 2018 in the village of Tiferdoud. The second case of IS will focus on the participatory local management of household waste in this village and two others, Zoubga, Iguersafene, winners of the award "the cleanest village". In both situations, the SI is framed by a set of principles and ethics instituted by village committees. Encouraged by the local government, but conducted in the context of a rentier state (Benabdellah, 2018), the SI is an opportunity for the most isolated villages to rebuild their territory.
