Analyse de l’évaluation et du pilotage de l’enseignement supérieur et la recherche scientifique au Gabon

Abstract

Cette réflexion fait l’analyse du lien problématique entre la demande d’évaluation institutionnelle et circonstancielle du ministère en  charge de l’enseignement supérieur et la recherche scientifique et le pilotage qui en est exécuté. Plus précisément, elle soulève la  question de la pertinence de cette évaluation dans un contexte général de non-définition de la politique publique qui est menée. Notre  hypothèse théorique est ainsi formulée : en plus du manque de ligne directrice dans la politique publique de l’État en matière  d’enseignement supérieur et de recherche scientifique, l’absence de structure permanente d’évaluation interne et externe des  établissements de formation et de recherche scientifique contribue de façon équivalente à la déficience et à l’inefficacité du pilotage du  système universitaire et de recherche. Pour expliciter le rapport entre ces deux phénomènes, nous procédons à l’analyse de contenu des  traits saillants des trois rapports d’audit fournis par l’évaluateur.

English title: Analysis of the evaluation and management of higher education and scientific research in Gabon

This reflection analyzes the problematic link between the request for institutional and circumstantial evaluation from the ministry in  charge of higher education and scientific research and the management that is carried out. More precisely, it raises the question of the  relevance of this evaluation in a general context of non-definition of the public policy which is carried out. Our theoretical hypothesis is  formulated as follows: in addition to the lack of guidance in the state’s public policy in matters of higher education and scientific  research, the absence of a permanent structure for internal and external evaluation of training establishments and of scientific research contributes in an equivalent way to the deficiency and ineffectiveness of the management of the university and research system. To  explain the relationship between these two phenomena, we carry out a content analysis of the salient features of the three audit reports  provided by the evaluator.
