Perceptions about Municipal Governance in the post-1996 Era: The Case of Thulamela Local Municipality
Abstract
From the elections of 1996 until 2000, setting up systems and structures for municipalities throughout South Africa was arguably the main priority. Since then, the enhancement of service delivery, as well as effectiveness and efficiency in governance, has taken centre stage. This article investigates the perceptions of stakeholders on effective municipal governance. In an attempt to gauge effectiveness, the following variables were used as measures: Decision making, transparency, public participation and consultation, among others. The article confirmed that the necessary structures and systems are in place for effective governance, but poor communication of municipal activities and programmes creates negative perceptions. A scorecard by which the municipality can gauge its performance annually was recommended as needed.
